The map also gave the year the legislation was passed. I was surprised to see North Carolina on the list; evidently the legislation passed in 1987, a couple of years before I moved here. There is currently litigation involving the state's lackluster performance in providing ESL instruction. I'm surprised that one side or the other hasn't raised the English-only issue.
