I think it's from my mom, and that both the credit and blame in fact generally attach to the mother: so the negative is, "Didn't your mama raise you right?" [She did.] It's also interesting because if you accuse someone of not being raised right, you're in theory not blaming them, but undercover you're casting a slur on their mama-- so it's pretty serious. Is this true of HT also?
