I checked with a colleague who lived in Oregon from 1971-77. He
identified "Oregon mist" as a light rain that Oregonians would ignore,
but that would be sufficient to bring our umbrellas in any other part of
the country. While he was not familiar with the term "Oregon rain," he
said that "Oregon mist" was widely used.
