I took it upon myself to ask my only Welsh student what "welch"
and "Taffy" mean. As you can see by his name, he's about as Welsh

Regarding your queries, I have no idea what 'to welch a bet' means,
but 'Taffy' is a derogatory term used to refer to a welsh boy.
I don't know how much use that is to you.
